Electronic tagging of prisoners vs. keeping prisoners in physical prisons, which is best?

How do we know when excessive monitoring is happening vs. having enough cameras to maintain safety in an area?
How do we protect the information from CCTV from being misused?
Do surveillance techniques actually reduce crimes or do they just alter behavior?
Should workplaces install CCTV cameras or other electronic means to monitor their workers?
Should schools install CCTV cameras to monitor students and teachers?
Are students rights more important than the prevention of potential wrongdoing?

Pros	Cons
Airbags will protect from further injury in case of a serious crash	In some cases, airbags will cause harm if the accident would have not been very serious and/or the airbags deploy unexpectedly
Elevator weight sensors will prevent possible accidents	Improper installation could lead to a faulty elevator
Car break may be used to stop the car in wet/snowy/icy situations	Improper use of breaks will possibly cause injury if breaks lock and car skids violently
